...Widespread heavy rain and flash flooding continue in parts of
the Southern Plains and Lower Mississippi Valley...

Flash flood warnings are in effect near Shreveport, Louisiana, as
well as parts of southeastern Kentucky

Flood warnings, flash flood watches, and flood advisories are in
effect for the Arklatex region as well as much of the upper Ohio
Valley and central Appalachians.

At 300 PM CDT...Pacific moisture associated with former Tropical
Depression 19-E as well as moisture from the Gulf of Mexico
continues to allow for an impressive axis of moisture to impact
portions of the Southern Plains and Lower Mississippi Valley.  At
the surface, the center of a low pressure system with a central
pressure of 1010 mb or 29.83 inches was located just northeast of
Dallas, Texas.  From this low, a slow-moving cold front stretched
southward through eastern Texas, while a stationary front extended
eastward across the Tennessee Valley and into the Mid-Atlantic. 
National Weather Service radars and surface observations indicated
that light to moderate rain was widespread to the north of the
stationary from southeastern Oklahoma eastward into the Tennessee
Valley.  Meanwhile, bands of thunderstorms with heavy downpours
continued to redevelop over eastern Texas and then move eastward
into Louisiana ahead of the cold front.

The low pressure system is forecast to move slowly eastward across
eastern Texas over the next couple of days.  Heavy rain ahead of
the cold front is expected to continue across eastern Texas into
Louisiana tonight before gradually becoming less intense on Sunday
as the low pressure system weakens.  An additional of 3 to 5
inches is expected to fall between the Arklatex and the upper Ohio
valley, leading to local amounts of 15 to 20 inches.  This would
be similar to other tropical cyclone remnant-related events from
Norma 1981 with 18.71 inches at Kingston 4 SSE OK...Tico 1983 with
16.95 inches at Chickasha OK... and similar heavy rain events from
September 28-October 2, 1927 with 14.59 inches at Dutton AR...
October 19-24, 1908 with 16.23 inches at Meaker OK...and October
11, 1973 with 15.68 inches at Enid OK.  As the low pressure system
is forecast to weaken further early next week, the focus of heavy
rainfall will gradually shift northeastward along and north of the
stationary front across the Tennessee and Ohio Valleys early next
week.
