...Snow winding down but winds continue over the Northern Plains
and Upper Midwest. Widespread heavy rain continues along the Gulf
Coast/Southeast and moves across the Appalachians and Mid-Atlantic
today. Mixed precipitation to changeover to rain in New England...
Blizzard Warnings are in effect over a small portion of northeast
South Dakota.
Winter Storm Warnings are in effect for local areas of eastern
South Dakota and western Minnesota.
Winter Weather Advisories cover parts of Nebraska, much of Iowa
and western Wisconsin, as well as portions of northeast New York
and northern new England.
Flash Flood and Flood Watches are in place from the Lower
Mississippi Valley northeastward into the Mid-Atlantic region.
Flash Flood and Flood Warnings as well as Flood Advisories are
embedded within the Watches in the Lower Mississippi Valley and
Southeast.

At 1000 AM EST...A low pressure system with a minimum central
pressure of 998 mb, or 29.47 inches, was located over the Great
Lakes. An cold front extended south from this low across the
Midwest to the Lower Mississippi Valley. Warm and moist air from
the Gulf of Mexico continues to surge northward ahead of the cold
front and was contributing to a large swath of moderate to heavy
rainfall from the Mississippi Delta and Southeast northeastward
along the spine of the Appalachian Mountains. Mixed precipitation
in the form of freezing rain and snow was being observed where the
moisture was overriding colder air locked in place across northern
New England.

The low pressure system will continue moving northeastward into
Ontario today with snowfall diminishing across the Plains and
Midwest. While only light snows are expected to continue today in
the Northern Plains and Upper Mississippi Valley, winds will
remain strong and gusty with blowing snow likely to impede travel
in some areas. Rain and thunderstorms are expected to keep pushing
eastward along and ahead of the cold front. Through this afternoon
heaviest rainfall in the range of 1-2 inches will be most likely
along the immediate Gulf Coast and northeast to the Central
Appalachians. A Slight Risk of excessive rainfall/flash flooding
exists along the spine of the Appalachians from eastern Tennessee
to western Virginia due to already saturated soils and the
possibility of terrain enhancing the rainfall amounts.
